Stacking tires
At first, Frank saw Bill carrying in a couple of tires at a time by hand. Bill was carrying them from somewhere behind his shed and placing the tires against the garden fencing.
Frank logically assumed that it would be just a handful of them. Maybe Bill was helping someone clean out a garage.
