Following a side corridor, they stumbled upon a locked cabinet with a modern padlock. Clara used the metal edge of her flashlight to break it open, revealing folders labeled with years and code names.
One folder, dated only two years ago, had city government letterhead. The documents inside looked much newer than the rest.
